Rolf Bergmaier Report and Presentation

The MTF asked for a research paper on the most effective institutional arrangements for public transport operations including a presentation of the findings.

Rolf Bergmaier's paper shows a feasible and sustainable structure of collaboration between Government as the owner of the public transport infrastructure and the licenser of and operators as the licensees of public transport services.

This paper consists of:

1. An analysis of current structure in Melbourne
2. Experiences from Europe including examples of different contracting
3. Options and recommendations for institutional reforms in Melbourne
